Linear Building Compliance was appointed to deliver a programme of fire risk assessments across a government framework portfolio comprising 229 buildings throughout the west of Scotland.

The estate included primary schools, nursery schools, park depots, car parks and office buildings, each with different occupancy patterns, operational requirements and fire safety considerations. 

The project required a consistent, scalable and compliance-led approach to assess fire safety arrangements across a diverse public-sector estate, identify risk, and provide clear, prioritised recommendations to support ongoing statutory compliance and remedial planning. 

 

Client Challenge

The framework covered a large and varied collection of buildings used by employees, pupils, visitors, contractors and members of the public. The client needed confidence that fire precautions, evacuation arrangements and management controls were suitable and sufficient across the full portfolio, while recognising the different risk profiles associated with educational premises, public buildings, depots, parking facilities and office environments. 

With 229 sites spread across the west of Scotland, the client also required a coordinated delivery model that would minimise disruption to operational services, maintain consistency between assessors, and produce clear reporting outputs that could be compared, tracked and acted upon across the estate.

 

Scope of Works

  • Fire risk assessments across 229 buildings within a government framework portfolio. 

  • Assessment of a mixed estate including primary schools, nursery schools, park depots, car parks and office buildings. 

  • Review of common areas, escape routes, fire doors, fire detection and alarm systems, emergency lighting, signage, compartmentation observations and fire safety management arrangements. 

  • Consideration of varied occupant groups, including children, staff, visitors, contractors and members of the public. 

  • Preparation of clear reports with photographic evidence, risk ratings and prioritised remedial actions. 

  • Portfolio-level consistency to support comparison of findings, budget planning and ongoing compliance monitoring.

 

Our Approach

Linear Building Compliance developed a structured delivery programme designed around the scale and operational complexity of the framework. Site visits were planned to support efficient access, reduce disruption to building users and maintain momentum across the 229-building portfolio. 

Each assessment considered the duties placed on those responsible for fire safety in non-domestic premises in Scotland, including the need to assess fire risk, identify suitable fire safety measures and keep arrangements under review. The methodology was aligned to recognised Scottish fire safety guidance, with particular attention given to premises type, occupancy, vulnerability of users, means of escape, fire warning systems, emergency lighting, housekeeping, maintenance records and fire safety management procedures. 

To ensure consistency, findings were recorded using a common reporting structure with photographic evidence, practical recommendations and prioritised actions. This enabled the client to understand both site-specific issues and recurring themes across the wider estate. 

 

Outcome

The completed programme provided the client with a clear, consistent view of fire safety risk across a substantial and varied government estate. Each report set out practical actions to help address identified risks, support compliance planning and strengthen fire safety management arrangements at individual building level. 

By consolidating findings across primary schools, nurseries, depots, car parks and office buildings, Linear Building Compliance helped the client identify recurring issues, prioritise investment and apply a consistent standard of fire safety management across the framework.
